Forme Planning Limited was established in 2017 by Kay Panther Knight, with Hannah Edwards joining the team in 2018 and becoming co-director in 2019. Forme Planning was established with the core ethos of being highly informed to facilitate and deliver high quality development. We pride ourselves on delivering efficient and effective planning and strategic advice, working collaboratively with teams of all sizes.

Urban in focus, Forme Planning provides clients with strategic planning advice, on a nationwide basis, at all stages of land acquisition and development, from site selection and due diligence through to preparing and obtaining resource consent. We also take a keen interest in acting on behalf of our clients during strategic policy analysis review and plan preparation processes.

Our clients’ interests are diverse, ranging from large-scale residential and retirement village developments, to commercial, retail, leisure and industrial development.

 

Our Team

Kay Panther Knight

Kay has over 22 years’ experience in planning in New Zealand and the United Kingdom, in all sectors including commercial and residential. Her focus is on urban and strategic planning, in both the development and policy sectors of the industry. Kay has extensive experience in consenting supermarkets, trade retail, residential development and subdivisions and institutional development. Kay played an active role in the evolution of the Auckland Unitary Plan, representing a multitude of client interests in seeking to achieve an enabling and robust planning framework for development. Kay has efficient project management skills to facilitate positive outcomes for clients and comprehensive project teams alike.

Hannah Edwards

Hannah has 18 years’ planning experience in New Zealand and the United Kingdom. Hannah joined Kay in 2018 to begin expanding Forme Planning into a mid-sized specialty firm. Hannah’s core experience is in the residential, masterplanning and retirement village sectors, together with a wide spread of hotel, commercial, retail and mixed-use development.

Hannah is driven by assisting clients who seek to create exceptional places and spaces for people and communities by working collaboratively with an experienced and creative project team. Hannah takes pride in being as excited and energetic about her clients’ development aspirations as they are, borne out through her dedication and commitment to delivering successful outcomes.

Penny Anson

Penny is our Principal Planner and has over 17 years of industry experience, being part of the Forme team as a Senior Planner since 2018.  Her experience in private and public sectors means she understands both the project drivers and development ambitions of Forme’s clients alongside the expectations of consenting authorities. 

Her experience includes attendance at Council hearings, urban design panels, due diligence reporting, evidence preparation and preparation of complex resource consents.   She is a respected professional and takes pride in the quality of her advice and reporting.  

Penny loves being part of the energetic and experienced team at Forme and the wider project teams which help bring our clients’ aspirations to fruition.

Penny is a full member of the New Zealand Planning Institute.


Liam Breedt

Liam joined Forme Planning in 2022 as a Planning Assistant while completing his Bachelor of Urban Planning and has since progressed to the role of Intermediate Planner. He plays a key role in delivering high‑quality planning outcomes for clients across New Zealand.

Liam brings strong expertise in planning due diligence, client and Council engagement, and project coordination, with experience spanning a wide range of project types and planning environments. His work includes preparing resource consent applications and submissions, as well as providing technical planning advice throughout the development lifecycle. Liam is committed to achieving planning outcomes that thoughtfully balance environmental, social, and economic considerations.

He is an active member of the New Zealand Planning Institute and the Young Resource Management Law Association.


Mackenzie vile

Mackenzie has four years’ planning experience in New Zealand. Her experience is mainly in residential development, having worked in both the private and public sectors – the latter as a consultant processing planner for Auckland Council and as part of a consultant team in Kāinga Ora’s Housing Delivery System.

Before arriving at Forme, Mackenzie gained valuable experience working in a multi-disciplinary company, having day-to-day interactions with surveyors and engineers. This experience allows her to better anticipate the needs of these specialists and facilitate more efficient collaboration within our clients’ project teams.

Mackenzie is excited to be a part of the experienced team at Forme and is eager to get involved with a range of commercial, mixed-use, and larger residential project types. Mackenzie is currently an Intermediate member of the New Zealand Planning Institute.

 
 

adam johnston

Adam recently joined Forme Planning in a Planner role, following the completion of his Bachelor of Urban Planning at the University of Auckland in November 2025.

Adam brings a strong interest in the natural and built environment and a thoughtful, detail-oriented approach to his role. Adam supports the team across a wide range of planning projects and enjoys contributing to well-rounded outcomes for clients.

He values the collaborative culture at Forme and the opportunity to continue developing his skills alongside an experienced and supportive team.
